From what I have found out by playing sevearl opf my different characters, the inscriptions can be added to any weapon that is inscribable. Which means that if you find a weapon in Tyria (like I have) that is inscribed already you will be able to change it. I truly haven't found ant normal weapons that can be inscribed from Tyria or Cantha, they ,may be there but I haven't found any yet. Although the other day in the Southern Shiverpeaks I did get an inscribed bow.

You can't use inscription at this time on any weapon found in Tyria or Cantha but who know if this will remain the same in the future since Anet making change in the game just about every six months. Although I must say due to the new Nightfall update with inscription, sure mess up the balance of the mod on staves.
